We are either missing what is really going on or it has to be some criminal activity like money laundering which you stated. There can be no other explanation because the figures do not add up knowing a loss is coming no matter what.

This topic is briefly touched upon in Succession. The media industrial complex that is the company they own in that has a movie studio that intentionally makes bad films to lose money for tax purposes. They don't go into great detail about it and I think that is because the people who made Succession are likely affiliated with studios that do exactly that.
